For anyone interested in voting or getting to read a larger slice of the ballot, supporting memberships were $40 last time I checked.  Note: Orbit elected not to include the 3 nominated novels they published.  The authors have expressed their opinion of this already. My opinion is that this is an incredibly short sited decision which has resulted in generating bad press for these works and authors instead of creating potential buyers for their sequels.
